If the shutdown somehow is upheld by the courts, she keeps her promise to her constituents and boosts her environmental bona fides.
If she loses in court, she can say, "I tried, but its out of my hands"...business goes back to normal, and she can still check that box off her to do list. It sure doesn't hurt her reputation amongst those that voted for her in the first place.
Political grand standing is a long cherished tradition amongst polticians in general.

Enbridge has a plan in place for the tunnel but she wants to make more headlines trying to prove she is standing up to the big bad oil companies. Her time will come sooner than she thinks.
Thats exactly what's going to happen! This will be tied up in the courts for years but may get resolved faster after next election, depending on who's who in the zoo.
