Proponent has stated several times the need for a JV partner to finance the estimated 3-years to conclude State permitting IF the USACE approves Record of Decision (ROD) sometime in the unknown future.  Additionally, any ROD will have additional studies required such as for additional waters of the U.S./filling and Endangered Species Act to name two.   

The Governor does not understand the process that is obvious.  IF the ROD is denied, but the area is not out right restricted from mining, a revised/new plan of operation can be submitted re-initiating NEPA review.

Yes, there is metal in the ground, but no proven/probable mineral reserve publically established.  Just think what the stock price would do with this disclosure.
