Insider's can not buy all the time/whenever they feel like it. Except Chris. If MF knows a participant number, he has inside information that gives him an advantage over the market and can not use that information to purchase or sell for financial gains or to avoid loses. Plus if he has inside information on when they may apply for EUA or if there is a partnership in the works, he can not use that information to his personal advantage. Nor can he pass that information along to anyone for them to use advantageously.
