Dilution is only part of it.  They have issued about 30m shares this year - not enough to account for the price drop:

Also, the 52 week low for this stock is 6 cents, so I would imagine that there will be those who need some $$$$ who simply do not care about selling some of their holdings at these levels, despite pending news.

Looking forward to good things to come here and volatility to the upside.
