Closed loop systems recycle & reuse the H2O & could very well be implemented into the design moving foward as they prove out the process/chemistry & scale!!
As I stated before the WATER issue for Cypress was top of my list. You are seeing a move towards direct extraction & other processes that use less water (especially in the desert. Those brine pools use & waste excessive amounts of water & leave the underlying ground a mess.  
I am very pleased they were able to get the amount they did! I think they will be able to do something with this allotment & incorporate it into a working plant!
