Mild disclamer: I was managing relatively small operation. I am sure large scale manufacturers found its way to deliver. Although, with some extra costs.

I agree, it was quite bold statement. Maybe he sees that Tesla build factories close to the market, but I do not think that battery transporation is the problem, or at least main one.
China manufacturing it for export quite successfuly way before EVs became popular.
