I was thinking along the lines of prototype , development , proof of concept. An experiment to work out the bugs to prepare RIPET for butane handling and export . The license would not be a commercial 25 year but a short duration of 1 or 2 ship loads of 12,000 tonnes. Should be easy to get I would think (prototype /development license)
I do think Constitution going to RIPET is more than to pick up 12,000 tonnes of propane. There’s lots of propane in FERNDALE so there’s no need to go to RIPET.
Why go to RIPET?

Also, I believe you are incorrect supposition Constitution is going for Butane. I suspect that Constitution is at Ridley to load product other than propane. The most likely product would be butane. Butane has a much higher spread than propane. We already know that Ferndale would export butane and perhaps a stopover at RIPET to "fill up the tank". VLGC vessel construction usually has 4 independant refrigerated tanks that can transport different products if needed.
