The licenses are issued by the Department of Energy, Mineral and Resources, and should be signed by the Director. Therefore the Director should have complete responsibility for the assessment amount and the contents of the licenses, not Christman.
Christman did not agree with his professional opinion being edited, disagreeing with the Director. Simple as that. The courts will decide.
