First you need to look at the correct geopolitical subdivision on Google to get the hard facts.

Here is the top item in Google: 

"According to the National Council for Home Safety and Security, a recent study revealed that Tehachapi ranks as the safest city in Kern County, while Bakersfield falls at the bottom of the list of the safest cities in California. 44th safest in CaliforniaJan 28, 2019" 

Tehachapi is a valley region of 37,000 with most people living in the unincorporated part managed by Kern County.  10,000 live in what is the incorporated City.  Common in the US but not in Canada.  

Tehachapi is a 40 minute drive from the largest aviation hub in the USA, namely the 500,000 people in the Antelope Valley with the two main cities of Lancaster and Palmdale. In those two cities and adjacent house Edwards Air Force Base, (largest AFB in the world) Northrop Plant 42 (B-21 Bomber) Space X, Virgin Space, etc.  

Those aviation entities cannot retain the vacant $150,000+ plus aerospace engineering jobs because Lancaster and Palmdale is severly gang infested, and the 50 mile drive south to LA from Palmdale is 2.5 hours each way in rush hour. Folks there always wanted to live in Tehachapi but the City refused to allow new housing. We were the exception as we own the only large piece in the middle of the City adjacent all three schools and the downtown.

35 miles to the east is the 500,000+ of greater Bakersfield with the highest asthma rate in the USA and highest crime rates in Kern County.   One million people 30 to 40 minutes east to west that want a mountain town, snow in the winter, extremely safe, mountain lifestyle, 20% of the adults military or law enforcemt, christian, republican and one of the last "Mayberry" type places in California.  90 minutes to LA if you need to be there outside of rush hour.

Homes are sold out, we are selling entry level, meaning lowest prices, small homes 300 to 500K for small apartments and cottage homes, half the cost of the avarage in California. Freddie Mac or Fannie Mae mortgage cheaper than renting. Federal Government guarantees 96.6% of your mortgage, 3.3% down payment. 200+ people on waiting list, 11,000 folks at Edward AF Base that need house, Northrop Plant 42 cannot get workers for fully funded $80 Billion B-21 program because no one wants to live in Lancaster or Palmdale.
