HEXO can be selling Cannabis in the US pretty much as soon as they announce the acquistion of a Consumer Packaged Goods (CPG) company either based in the US or one that has ties into the US from Canada. 


So - after federal legalization, there would no further committees to develop policies and guidelines and inspections and licencing and import/export quotas. The indiviual states would require no licencing and inspections.
You feel that the day after legalization, the U.S. market will be wide open to any company in the world, as long as they have a U.S. cpg operation. Hexo can start exporting cannabis over the border pretty the day after - all they want. 

There'll be no trade rules - just bring in all the cannabis you want - no protectionism to favor exiisting U.S. operations.

Cannabis is legal in Canada, were there no provincial and federal laws , inspections and licencing regulations that had to be developed to grow, process, distribute and sell - no licences - any other country in the world could just start shipping cannabis into Canada and sell it? The U.S. already has all those rules ready to go?

How many stores are now open in Ontario? And why did it take so long?
How much cannabis is imported into Canada?
