Hi HH. Always appreciate your posts and your research.
Regarding submission of the 4th permit, I believe it took place in late March. Without going into too much detail, there were some serious staffing issues at the AOGCC and my guess is that DME's application basically sat in someone's inbox for a month. However, that latter point is speculation on my part....
