Only makes sense... I'm pretty sure that the size of the Kamoa copper project dictated a 2 or 3 phase development approach, with the first phase aimed at mining the high-grade copper mineralization from it's underground resources. The mine and the mill would then be expanded and in addition, a smelter would be constucted.
Given all the previous bans (and then waivers on those bans) on copper exports since 2013, I can't see the DRC granting permits unless this was included in the development plans.
In any case, I think we have a winner in IVN.
