DRC would be wise to take a page from the Indonesia handbook, stop exporting concentrate for someone else to process. Exporting the raw material means a lot of someone else gets the good paying jobs. Changing the rules, they could force a capital infusion that creates more than mining jobs, industrial jobs. If you want our cobalt, process it here. Where else are you going to get gobs of cobalt? DRC is one of the richest nations in Earth when it comes to minerals. It is also one if the poorest nations on Earth per capita income. It should not be that way for the average DRC citizen. When Indonesia said they would build stainless steel processing & reduce raw exports, a lot of people thought they were bluffing. They werent, & they made the right choice. War is driven by scarcity. If green revolution makes commodities too scarce, nationalism will surge & trade wars might occur to decide who gets what of supplies that cannot meet demand.
Well said.
