It tells you what views the insiders have. Yes, the company has been significantly diluted since then but most of the money, bar some mezzanine interest fees and charges, has been converted to asset (equity) value by buying equipment for, and building the mine. These are mostly just dilution in exchange for infrastructure build. You now have a set of brand new gear and an S..ton of completed engineering, drilling, scoping and mine building that is completed relative to the points on the graph where the share count was lower.

As far as I know it has been continuous for over a year.
