There is still much resistance in the seeming endless list of indigenous anti mining groups. Click around using the executive order and FTAA Oceana and you'll see group after group opposed. That's part of the holdup--that and Covid still rampant in Philippines. Duterte has had sole authority to sign since receiving it through legislation a number of months ago; then he has order 130, then he has all other Depts. already giving the OK.
Duterte is a politician, angry indigenous groups are a present reality, covid is a present reality, and he's simply formulating a strategy as to how to announce the FTAA with as little social turmoil as possible. Police and military will have to be in place as operations resume, but as time passes, local economy (jobs) improve, things will settle down to normal imho. IMO
