The poor unprofitable Learjet aircraft production is ending. Bombardier’s Wichita facilities is not closing. Only 250 of 1,200 workers are affected and "there are callback provisions that could allow some workers to return or be reclassified". Bombardier is simply shedding money losing assets and investing in the $$$$ future.
