Cheap to 'mine' and process and recover the precious metals (and remaining base metals) from the tails. Although testing it on the tails probably wouldn't be ideal, needs to be done on mined ore.

Yes I expect it was due to monetary constraints. This company so nearly went bust and lost its assets.
