actually for the MSO's the longer it takes for legalization the longer they have to build out their national brands and market share. Currently they have a moat keeping the Can LPs out, yes they have a heavy tax burden and no tax deductions for operating expenses for now but without that the top players would be cash positive so technically they are and will be even before legalization this year if it doesn't happen so it's just patience for the MSO's and you will have your multi bagger.
