Nowhere in the article did it mention monitoring for viruses and such things. What I think they're looking at is CO2 detectors, which they will use as proxies for virus detection. Those can be bought for a few bucks, so for less than a million, or not much more, Quebec can buy 48,000. Quebec isn't going to buy 48,000 Bioclouds for 500 million. They won't even be buying 4,800, and I'd be very surprised if they bought 480 for their schools.
