You cannot be that naive.   Generally speaking, a very high percentage of resources are not mined due to final economics.   That is not to say they will never be exonomic to mine.  

The ROD is only one of many many events including securing a partner or buyout for the remaining vast bulk of permitting to be accomplished as stated, assuming the appeal is reversed.  The proponent was lead into a non-compliant NEPA EIS.  That is the proponents best legal angle, but they blew-it with releasing statements regarding their real intent, the larger mine.

Lets just say we disagree to agree.  Additionally can you please post something original and factural.
