Regulators exist to help their friends not us.I've not once seen an investigation started, done right and prosecuted that was their own doing as a regulator. Its because they had to or more common, because a big fish used them to harrass a small fish. This is one and possibly the only benifit to Brookfield, they are a big fish with lots of sway in regulator land.
