i suppose it would B like appying for a Nevada Gaming Lisc say for Hilton..  the staqte will look for prior bad acts..  in this case globally..

were Rio or BHP to Bid..  ti would B considered a hostile and their diapers would B screened for what was misssed..

w NVG they are installing containments and dry stak - move habitat and monitor water/surface; his is eating into their bottom line..  but hey have a good repoir where they mine..  they have been @ it for 15 years and the communities trust them..

BHP and Rio run paper shredders gloablly..  rio also runs the mine in salt lake..  they hav had a lot of deaths and spills..  letting 4 inch acid pipes drain 6 - 10 months at a time..  true the salt lake mine is old..  but they nontheless take nothing pro-active / simply deal w it after the fact..

the shoshone cut thier teeth on RIO in Federal Court..  long battle ten years..  Rio would get a good ruling.. and the sho's would hea bak next day with a fresh batch of beagles and haul them in front of a judge as bloody stumps - complete w multi million dollar noncompliance awards to the tribes..

the tribes sued (as) under their land under federal juristictions - but seperate sovereign nations..  the tribes forced the federal goverment to collect the funds and place into tribal trust accounts..

Rio had abandoned two leaking mines on two of the tribes waterways..  the eventually forced RIO to come in and move the river and dig out the overburden they had staked mid stream..

bottom line !  there is to much anticipation..
