Hmm, good points BB. There probably are some pieces to put into place still on the Partnership. I assumed it would have been all completed and loose ends tied already. 
I'm also thinking, maybe we had to wait for the licence to be renewed before submitting?  It was announce on May 6 I believe. 
Would it make sense that we could have submitted the package while in limbo?  I wonder if we were able to engage in a big action like that without a licence??
If the process is just for the Board to review and either call BS or give a stamp of approval, I guess the only big hang up could be asking for more information during the process?  That's about all I can think of to hold it up. Just getting the Board organized and put to the task might take a while if we are the first to go?
At any rate,  It's over a month and a half since licence renewed, and a year and a half since they started on the thing.  Probably time for a result or a sincere explanation for delay.
