I can understand if someone has issue with BBD doing a share buyback while receiving wage subsidies. Share buybacks only benefit the owners of the company (shareholders), whereas BBD could instead issue more shares to cover the employee stock programs, at a cost to shareholders (dilution).
I can understand that to some it might appear as if BBD is using the financial aid to benefit shareholders.
