What is happening here?

What is happening here?TVE was well above NVA a while back, like 30 cents and more at times. Nuvista now has a $1.16 on TVE. 

almost every o&g in a large watchlist have gone up well in past month, TVE nowhere. Is all that dilution to buy assets coming back to haunt them?

Is this one worth jumping in down here, or will it continue to lag?
