The results will likely be filed after market closes friday at 4:00pm as to not affect the SP negatively, if shareholders don't like it.

which would mean 98.7% of SHAREHOLDERS who actually voted did vote in favour of the motions.

so that would seem to indicate that the 1.3% were a very small group of large shareholders

now who could that be?

SZLS hasn't filed the results on sedar yet. There could be more detailed numbers when they do. Last year the results were filed the following day. But since today is a holiday likely tomorrow.
