my question is, if 20.5B in assests is correct. Why is the market giving 40 cents on the dollar for them?

NO, that means that they have 6B$ more debt than cash in hand.
Assets were at 27 B$ at march 31, 2021. Less the cash in hand of 6/6,5B$, that left more than 20B$ of assets in front of your 6B$ net debt.
