As a institutional investor I would expect exclusive information (more then discord). Otherwise I wouldn't invest $1 million CAD or more into a smallcap. I assume these investors wait for a big news when we see huge volume again (more then 60 million shares traded). That's when they will buy their huge positions.
But that's just my personal assumption and for sure I can and may be wrong
