So it's Barbados fault that Canada did not take into consideration WHO's recommendation? All provinces followed NACI's recommendation and allowed mix of vaccines.

If you don't want to mix vaccines don't. You get your choice. You might have to wait longer for your vaccine of choice to become available but nobody shoots you with a vaccine you don't want. They tell you what kind of vaccine they are using and ask you if you're ok with getting it.
I'm sure Barbados with their whopping one third first shot vaccination rate will change their tune when the delta varient starts ravaging their little island.
