IMO it all has to do with Covid and the surge .

Leave it up to the Americans to screw everything up because 50% refuse to get vaccinated and couple that with the news out of the olympics, you have a perfect scenario for the shorts taking advantage.

They don't have an excuse...we are higher of vaccinated people here in Canada even with much less accessibility to the drug.
