That is the question of the ages.  And by the way, welcome.

My thought as to the chief reason this is down, besides seasonality, is manipulation by nefarious entities.

You are right, WM has great drilling results and the fabulous Fenelon project.  The price should be ten times the present price.

Holding this stock is very much a matter of patience.  Sooner or later it will launch or be bought.
