The cost ultimately depends largely on the cost of the renewable electricity, which is super cheap (the cheapest electricity generation there is by far). What has been said repeatedly is that the Dincer process uses a whopping 30% less energy than the standard, dirty, industrial process. Ipso facto it's probably a lot cheaper to make FP MONI. Government support is therefore NOT needed for commercial viability, but it's going to be there so why not take advantage of it? Also, you are pretty weird. My opinion only. :-)
