Yes the Arizona news came out, I believe. on May 13.  However, news appeared yesterday on Stockwatch (a subscriber service) giving details of the transaction  ie: dates of monetary payments and share distribution.  One of the caveats is CEM share price has to be above 15 cents for the deal to progress, so I am assumming insider buying gave the share a boost to make sure of it stays above the $.15 mark.
