As for Canada, a lot of power is available. It would be less costly for Hydro-Quebec to build lines to Port-Cartier or Baie-comeau but this may just a question of Govt of Quebec directives.
As far as Muskrat falls is concerned, the a vailability of knowhow will come from Quebec. Whether NL want to cooperate or not is another story. NL will slow the process considerably.
Unless they decide to hire the former engineers from Hydro-Quebec Most of that generation have now retired with a generous pension.
Political sensibilities aside, Muskrat would be a great source or energy to bring to fruition.
That is the small missing part that has not arrived.
