I agree with you that they need to invest in their business. However, if you ignore the share price then issuing stock is not an option (due to dilution) and as a result your growth is very slow as the cash can only come from internally funded cash flow. This is their present situation which they are trying to rectify and if they continue will succeed. 
Paying attention to the share price with a minor amount to a dividend increase and share support with buybacks goes a long ways to a considerably higher share price. It then allows financings at $2 plus which raises considerably more funds for much faster growth all with little dilution.
I been doing this for many years and the most succesful companies use that model....
