Shouldn't the buybacks be doing the opposite since you now have less shares out in the market making the ones out there more valuable?  Basically the opposite of a company diluting shares by selling a bunch of extra to bring in more cash.  

Even if they do manipulate to drop the price for the buybacks, that would be short term and there should be a correction afterwards so why would everybody else be selling off their shares?
