Thanks, but I am not sure, if that is what I asked for. I asked "what happened"? So, how did JP M did this? By phonening the Gov. or sending them the phrasing of the new regulations removing the previous restrictions that prevented short sellings?
Unfortunatley, this is a serious question. (In Europe it happens all the time that companies write the laws, literaly,  and the send the text to ministries.)

Also, I asked about the timing. I was under the impression that after 2008 many goverments started to try to limit/prohibit short selling, so what made them change their mind in 2012 and go in the other direction?
