You're oblivious and wrong wrong wrong on all counts.  Sibanye was the immediate barrier, now they're not.  How long do you think these tasks actually take in setting up the infrastructure, financing etc for a large project?  I've never seen one go this quickly.

Ive watched almost every presentation, call etc for months, asked questions and got valid answers.  How about you?

What did you expect to happen while they were stuck?  What didn't they do that they could have done?

yes the price is frustrating but that's the dog days for you.
