I respectfully suggest that when involved in contracting assistance selection, a company is serving shareholders well when it engages a clearly experienced Services agent.
In this Defence metals situation Sinosteel MECC has previously worked effectively with (example) Australian rare earths company Northern Minerals Ltd. where it was granted the EPC contract for the engineering, procurement, and construction of a 60,000tpa pilot plant for the Browns Range Rare Earth Project located in Western Australia.
In my contracting search and engagement activities we had multiple criteria, but an essential in selection decision process was "proven relevant experience" which severed us well,

The timing of the news is somewhat unfortunate, given the recent news of the sentencing of two Cdn detainees, and the decline of Chinese/Cdn relationships.
However, in the grand scheme, good economics will prevail. As tensions between China and the rest of the world continue to elevate (almost a given given their multi-decade accent as an economic power) companies within the opposing countries will continue to do business with one another, because they must and it makes sense (search for lower costs, international expertise, etc.). To some extent, such co-operation is a good thing, as it forces the lines of communication to remain open and creates symbiotic interdependence.
NA needs REE. I doubt this MOU means that China can commandere the output. Better that NA develop their capabilities as quickly and efficiently as possiblle, by relying on the knoweldge of others that have gone before them - regardless of politics or country.
