Theralase Technologies Inc. is a Canada-based clinical-stage pharmaceutical company. The Company develops products both internally and using the assistance of specialist external resources.

, What they are really doing is breaking the spirit of the rules not the letter of the rules.

Your sentence above pretty well describes their way of keeping to the Letter of the Law rather than to the intended General Principles.
