Bourier Property is comprised of over 304 claims with an area of 15,616.47 ha for over 30 kms. Rose South property consists of over 280 claims.

The Environmental and Social Impact Review Committee (Review Committee or COMEX) is an independent body composed of members appointed by the governments of Qubec and the Cree Nation, which is responsible for the assessment and review of the social and environmental impacts of projects located south of the 55th parallel in the territory governed by the James Bay and Northern Quebec Agreement (JBNQA).

Normally ptovinces are much quicker to set regulations, Feds gets in much later to establish some sort of national norms, but it comes after many months and years of negociations with the provinces in Canada. Same things in US, states react much quicker normally. 

i'm surprised here that the Fed minister decision came first, probably because of the complexity of aligning the Cree members with the provincial gouv...
