Thanks apapas and pcguy...  Looks like I wasn't wrong in my thinking that this is a grey area. E.g. if they bought last week and assays with great results are being released this/next week it could raise some questions. Google wasn't very helpful in finding out whether there is a time limit or not. The only time limit I came across was related to the time between buying/selling and filing.
So it could be there isn't one and as you pointed out apapas in the case of drill results, it might be very difficult to enfore.
Outside of that there might also be a difference in how many shares an insider would buy: I mean buying a few 1000 that are a small percentage of what hes/she already owns might not raise eyebrows in the event of some news afterwards.
