Not so much a case of misplaced belief - because it was IB's genuine intention to develop, or at least to demonstrate to the market that they were capable of doing it themselves, in order to extract max value from a future buyer. And don't forget, Mike is an experienced and smart guy. He would have made his own well-informed judgement about whether this direction of travel was credible / doable.
No the issue is more that ops guys generally want to drill and spend but don't necessarily have the connections with the banking world. Or indeed the right instincts for effectively driving the share price.
For a junior explorer company to be effective, it needs to have a CEO that speaks the bankers' and other potential investors' language.
