Suppose - like in a lead battery ( Pb-electrodes & H2SO + H2O - electrolyte) - you would replace the sulphuric acid in the electrolyte by another element(s) that then works as a catalyst to partly destabilise / ionise H2O. Thus, less current is needed to obtain H2.
Like the conversion of heat to <E>pot, the cathalizer is also an additional element that greatly increases the output of energy.
