Simple - the rules state that all shorting is supposed to be settled at the end of the day but in CANADA we've added on a "best effort basis" and so this has allowed the flashboys and BANKsters to pounce and naked short with little worry about suffering the consequences-ONCE AGAIN cdn regulators are again raising the flag and are talking about fixing this issue..google it if you wish - i believe commentary is from this year...dwdc
