If they're confident about getting massive contracts, in a relatively near future, that strategy would make good sense - perhaps a suggestion made by some of the institutional investors met in the past weeks...

Buying back is a huge signle to the market in many ways one of which is the company belives in itself along with it's futue.
In theory this should drive the price up, they have been thinking about it for 6 months too.

Wonder what the institutions think abut this or better yet all those potential buyout offers, gonna maybe have to pay much more if the flavor of the day actually gets into gear.....not making any sense to me but anyways today they brought in what matters.....more revenue so I'll focus on that
