Hey David,

WhatsApp is owned by Facebook.
BB has been rumoured to be finalizing a patent deal with FB, negotiations ongoing for the past few quarters.

IMO, WhatsApp being fined for a significant breach underlines the importance for them to work with BB. BB has the security software and (messaging) patents that they and other companies need.
