Great point, I did read that as well. I am going from memory but I believe the report actually contradicted itself and said "planning phase" in one spot of the report and "under development" later in the report. I took the conservative view that they were still in planning mode, but with this news release to supplement that earlier report I feel increasingly confident that more is happening behind the scenes than we realize and the decision to move forward with expansion has already been made.
