Take this information with a grain of salt. Of course Colombia has the right to protect the environment and water rights. However, they cannot even decide on a Paramo elevation. They tried  a lower elevation than other Andean contries with Paramo by 400 meters and had that thrown out. Remember EOM (Greystar) commenced operation in the last century around 1996 I believe with the full support of the Government of Colombia to the point where $250 million was spent on exploration alone with full approval.

EOM was a shining star of foreign investment until around 2013 I believe when things got tougher with a change in government. EOM was still approved for exploration and about 4 years ago was designated an enterprise of "national interest". If anyone thinks we will get nothing from this arbitration give your head a shake. The inconsistency of this government will cost them money. It is just a matter of what price the arbitration puts on Colombia's behaviour.

Keep in mind the $1 million expert study EOM commissioned to examine Angostura about 4 years ago that concluded EOM was not in the Paramo but was Andean Forest that lacked the water absorption of the Paramo. The government was given the study but never did their own to prove conclusively it was in Paramo.
