Thanks doc.
With the info. you supplied I was able to find it.

During Q1 2021, the Company finalized the manufacturing strategy for its clean energy division and began to establish the supply chain required to deliver on its targeted deployment timelines and cost structure. In April 2021, the Company secured a location for its stack manufacturing and product development center in Massachusetts, U.S. with an expected nameplate manufacturing capacity of 1.4 GWh per year. This facility will be the global headquarters of Company’s clean energy division. The Company also approved a location in New Hampshire, U.S. for its clean energy division’s electrolyte production and manufacturing of containerized VRFB systems.
IMHO the sooner they build the electrolyte plant the better.
It would be crazy for Largo to own a battery manufacturing plant and then have to buy the electrolyte from a company like US Vanadium who may or may not be buying the vanadium from Largo. In fact, from what I can gather USV are sourcing the V from India.
"USV recovers vanadium from this feed material, sourced from India, and process it into the world's highest-purity vanadium oxides and downstream vanadium chemicals, including ultra-high-purity VRFB electrolyte. USV also processes vanadium feedstock streams from a variety of other sources.
